Don't see any urchins with ASE, don't see any NPC update packets for urchins either, just housemaker and breadwinner. It's probably just random and silence lowers the chance.

It happens every single month. I mean really, every time. It really doesn't though in the last 2+ years. I've had resources updated before server goes live except one month.
All you need to do is relaunch Windower to get them. Before logining in when the server comes back up. This month is on SE they only switched out the JP text.
That's why I update my post to say resources have been updated.

I just pushed a manual update to resources based on last time Meebles we're in Ambu this will only help if you use battle mod. Other wise you have to wait for SE to fix dat file.

This was reported a while ago on the forums, but it doesn't look like SE has any intentions to address it at the moment other than moving the thread to "Accepted Bugs".
This is borderline offensive considering the problem doesn't exist in the Japanese client (or so I'm told).

Been mentioned before but you can simply ignore it, barspeller who isn't WHM barstonras for the barspell hate (usually brd for my groups) and keeps away to eat the 1k damage. WHM just esunas/curagas, relatively easy with a decent group.

It's a zerg month, you can:
DPSx3 in hybrid sets, geo whm brd
Pro/Shell/BarPara outside.
Fury/Frailty/entrust haste
HM, March, Minuet, Madrigal
Pull to entrace have the brd or geo barstonera and have whoever cast it run away if the fatty comes to sit on you. The barstone makes them the target.
WHM uses Afflatus misery and esunas off most of the debuffs.
Silence the main, Attack main, Kill babies as they pop.
If you need a safety net, take a RUN/sam to tank/dps.
Alternatively, you can just use react and do it that way.

You need to kill the Boss fast. It gets harder and harder to silence the guy if the fight drags on and on and he will call in the kids.
If the adds pops, you have to switch to them instantly, stop feeding boss TP and kill them fast. Or they will use Souleater all at once and finish your whole party in less than a couple hits.

If you do the update and log in before the windower team updates the resources you will see the incorrect TP move names. They know. It happens every single time. Just launch windower again to fix it.
While it will be "vital" for the majority to run react to meet the "impossible" demand, it should be relatively trivial to just barpara/stone and steamroll it with powercreep for any competent group.
They'll also adjust it in some way, slower warbles, altered mechanics, whatever it is.

So pardon me, but I'm not the greatest person that has knowledge of magic users.
I have a couple questions:
#1: Looks like every recommendation is having a whm silence it? Why not Red Mage, unless a RDM doesn't fit in the group makeup?
#2: On the JP wiki, it states the mob has 274 INT (assuming on VD?). How much magic accuracy would a whm need to silence?

They're always trying to min/max and rdm has no place in anything to them.
As for how much macc, that's something someone else has to answer. It should be a non issue with master levels and even the jankiest odyssey gearset.
WHM will probably be cut this time too. GEO can silence and eat the housemaker. Might even try to slip a summerner in there as fast and as easy as it is.

Bozzetto Breadwinner:
Possesses Guard and Counter
Summons 1-4 Bozzetto Urchins throughout the fight.
Bozzetto Urchins roam the arena invisible, any Warble move summons them to appear and fight.
Urchins may be slept with Lullaby, but wake up every time the Breadwinner uses a Warble move.
Urchins will use Hundred Fists and Souleater.
Urchins are strong, but have low HP.
A good couple of weapon skills or a skillchain should be enough to take one out.
If silenced, the Breadwinner's range on any Warble will be reduced, thus calling in less, if any Urchins at all.
A WHM or GEO with magic accuracy food/equipment is suggested for landing silence.
Bozzetto Urchins may be slept, but will wake up every time any Warble is used by the Bozzetto Breadwinner.
Uses the following moves:
Two-Hour ability Hundred Fists: Used once at 50% health. Lasts 45 seconds.
Gale Spikes: Become active during Hundred Fists. Reflects damage dealt and inflicts a potent Slow effect on any player who physically strikes the Breadwinner. The Slow effect is strong enough to overwite Haste II.
Thrashing Assault: Physical Damage 4-hit damage and Defense Down. Absorbed by 4 shadows.
Drill Claw: Physical Damage Damage, Max HP Down (-75%), and Max TP Down.
Fire Meeble Warble: AoE Element: Fire Magical Damage Damage, Plague (-50 MP and -300 TP/tic), and Burn (-50 HP/tic).
Blizzard Meeble Warble: AoE Element: Ice Magical Damage Damage, Paralysis, and Frost (-50 HP/tic).
Aero Meeble Warble: AoE Element: Wind Magical Damage Damage, Silence, and Choke (-50 HP/tic).
Stone Meeble Warble: AoE Element: Earth Magical Damage Damage, Petrification, and Rasp (-50 HP/tic).
Thunder Meeble Warble: AoE Element: Thunder Magical Damage, Stunning them and inflicting Shock (-50 HP/tic).
Water Meeble Warble: AoE Element: Water Magical Damage Damage, poison, and Drown (-50 HP/tic).
Any Barspell of the corresponding element will negate the damage and status effects of the Warbles.
Bozetto Housemaker
At some point in the battle, Bozetto Housemaker will run out from it's corner/edge, TP move the party, and run back (usually well below 50% on Bozzetto Breadwinner)
Uses Earthshaker, which deals 1000 damage per player hit by it (this includes pets, trusts, and luopans).
Ignores Damage Mitigation. Has a significant charge time so possible for everyone to escape its AoE. Also has an additional effect of paralyze (very potent).
Bozzetto Housemaker will always target whoever has the most "hate" from casting AoE Barspells. Have one person be dedicated to using Barspells on the party (best if done by support job using /WHM and not the main healer). Make sure to have someone else use Paralyna on this person because the paralyze effect is very potent.
Strategies:

Standard PT:
WHM silences Boss to limit adds.
BRD/WHM will react to Warble moves with the corresponding barspell moves and run away from group when Housemaker aggroes.
The Tank and DDs should zerg boss asap.
Standard PT Ignore Barspells:We've been ignoring the bar-spell mechanic all together. Just barblizzara at the start to prevent paralyze. Drag to corner, WHM ES silence. Yagrush WHM erase immediately upon TP move landing then -na the status effect. GEO/WHM curaga2 while the WHM does the debuff removal. Dead in 3 minutes. We haven't seen a Housemaker.
