DI locator in ~2 minutes, 99% accuracy:
1) HP to Misareaux, zone into Escha and check NPC.
2) If no dragon, Dim Ring, click the portal to Reisen and check NPC there.
3) If it's not in those, it's in Zi'tah.
If your server is active, you could just dim ring and wait for it to show up. There are cues that let you know when DI is active so you could do other things while you're waiting.

You forgot step 4, which is warp and enter ZiTah, grab elvorseal, only to get the message "you no longer sense presence".

State and local tax is owed anyway, it's called 'Use Tax'. SE isn't responsible for collecting back taxes, you are responsible for paying use tax on anything you purchase for use in your state that isn't automatically charged sales tax. So, 0 chance SE tries to charge you back taxes.
But, you did technically owe state tax on your sub this whole time, so in the extremely unlikely event your state wants to collect and had the data, I suppose they could.

Seems they do, some provinces have the 5% national rate(which I assume will be collected), while others have additional provincial rates added in for higher rates:
The current rates are: 5% (GST) in Alberta, British Columbia, Manitoba, Northwest Territories, Nunavut, Quebec, Saskatchewan, and Yukon. 13% (HST) in Ontario. 15% (HST) in New Brunswick, Newfoundland and Labrador, Nova Scotia, and Prince Edward Island. A couple of other provinces add a provincial sales tax.

Good luck guessing how much crysta to buy if you buy manually. You will be charged at the time you buy the crysta, not the time you consume it. The menu likely won't change at all, it'll just say:
1295 crysta
$13.72 [depends on state]
instead of
1295 crysta
$12.95
It's an effective upcharge, since I doubt anyone actually pays use tax on mmo subscriptions. But, it probably isn't an inconvenience past that.

That's not how tax works, if they're going to collect it they have to do it at the time money is exchanged. Casino chips are an exception because you get taxed on your net winnings, but I'm not sure how that would apply to online gambling because I'm not a degenerate. It definitely doesn't apply to Crysta though, since you can't cash it back out.
From the government's perspective, you already owed it under use tax anyway, SE is just taking on the burden of collecting in case all you good folks have forgotten to pay what you owe.

Im not sure if this is becoming a standard in this industry, but Im not sure how this eill even work out.
The service is provided in another country (the one who host the APIs). The data is transfered via ISP so thats also something unrelated to SE.
Finally, the biggest factor to tax here is sending money to another country.
But again, this should be already covered by either the bank or paypal.
Taxes are extremelly complex to calculate on a per user base. SE shouldnt *** around with this.
I think only reason to justify this would be some sort of attempt to repass tax SE receive to consumers instead of adding it to the products cost.
Some sort of disguesed way to increase service price without providing anything extra in return.
A dumb way imo

That's awfully desperate. I'm guessing they are trying to be in compliance because some government complained FFXIV is too big not to collect tax, and XI is a side effect.
Old system:
You pay SE $12.95. You are responsible for paying your $0.78 in use tax to the government. Nobody bothers.
New system:
You pay SE $13.73. SE pays your $0.78 in sales tax to the government.
SE doesn't save money here. The government gets tax that people weren't paying.

No, in the US only certain vendors are required to collect sales tax. In most states, you are expected to report your own purchases that were not charged sales tax, and pay the same amount, on your tax return as use tax. Newegg is a good example, they didn't charge sales tax until ~5 years ago.. the buyer was expected to pay their own use tax on anything purchased from them.
A vendor that isn't required to collect sales tax isn't required to pay a replacement for sales tax. Some states do require that they report all the sales anyway though, so they can be checked against use tax payments. Going back to the Newegg example, in 2018 the CT DRS sent out a bunch of bills to people who had purchased from Newegg in 2014-2017 and not already paid use tax. They used the reporting requirements to get purchase data and then generated the bills from it.

Taxes for service in the cloud is supposed to be consumer responsability.
So, in a sense SE is receiving taxes in place of a government. This isnt that uncommon for estate comoany here, but a foreign one?
This is just bizarre.

I don't think they implemented tax reporting for a huge chunk of the western world, with wildly varied tax rates and reporting requirements, for the sake of Japan. Japan has a flat 10% consumption tax for digital goods, and I bet they've complied with that this entire time.
It's probably either some country harassing them over FFXIV or their new payment processor forced them.

It's probably corporation tax related. Amazon started doing the same thing a while back due to pressure from countries threatening to tax them more if they did not.
If you do not charge customers we will charge you instead, kind of thing.
