No. You need to have MP (as far as I know) for it to trigger.

I wonder if it works the other way around for converting MP to HP in terms of eliminating your MP from a full pool to half. As long as you don't have auto refresh and are subbing a non mage job it should be a cinch to trigger it. A little more tricky for /BLM & /RDM though since your only tools for fixing your MP is spending it, or using Physical & Cassie earring. Forgot it ignores +MP on non visible equipment.
