The description alone should answer that question, not sure if you're being serious or trolling but:
"Grants bonus TP when dealing damage with elemental or dark magic"
You can't deal damage with songs (except requiem, which isn't direct damage, but dot). Songs also aren't dark or elemental magic. Lastly, the formula involves MP spent to TP. Songs don't cost mp.

You should learn how to use xipivot so that you don't have to keep doing it
I think for the regular folder structure
Install path/ffxi
Rom#
#folder
#dat
I don't have it infront of me
But usually people package them as they are intended to be deployed
Which makes adding them to xipivot also easier

It's clear to me that SE expects players to live inside Limbus the same way they lived inside Domain invasion for weeks until they got every single item they needed. They've apparently made this one even more annoying than DI though, sounds more like Peach Power drop rates. Most people find Limbus incredibly boring, but my guess is players will communicate with each other when there's an NM roaming around, or they'll have the Detector tell you if he's up, similar to the Escha NPCs. I doubt there'll be an announcement like Besieged or Domain Invasion via unity, they probably assume everyone is always going to be doing Limbus several times a week anyways, that you'll just run into the NMs completely on accident or word will get around Because you can't do it.

I'm a bit curious what SE's intention with the NMs is. Is it just if the monster happens to be up when you do a limbus run then you fight it? Or do they want people just camping them in Limbus full time like the world nms of old? Or will they alert players outside limbus that they are up to come challenge them?

Not even a matter of double dipping, it's a matter of there being insufficient camps for the amount of players on baha/asura and suboptimal for other servers.
Maybe Limbus isn't the best place for it, but everyone would love instanced or at least heavily scalable EP camps.

If you answer it should be the same or better than locus camps, I'll explain why it cant work that way: If its similar or better than locus camps, no one will go to locus camps, they'll just sit in limbus and double dip EP and units.

Oh, definitely agreed there. Week 1 boosts your week 2 results, but week3 would be based on only week2. If it stacks indefinitely, there's no fomo.

Seems pretty clear it's some sort of increased rate:
The more notorious monsters you defeat, the greater your chances of obtaining the reward
Regardless of the distribution method, pretty hard to interpret that as anything but farming an increase to your percent chance of desirable outcome.
If you successfully defeat the monster, you'll be given a chance to obtain a "new reward" as part of your activities in Limbus the following week.
I'd be inclined to think that means you the player, but a whole lot more vague there. Could definitely still be server progress.

It sounds like a "your contribution to Limbus NM fighting the past week was X amount... you obtain Y!"
Likely you'll just get all the rewards eventually, just not all at once all on the first week.
More curious to see what kind of things they're adding to Besieged rewards, been doing them semi-regularly.
