The HDCP + HSA system was the best thing to come out of the ACA, too bad it's just so poorly understood.
High Deducible HSAs were around for at least a decade before ACA. (nothing good came out of the ACA).

It's not widely known, but precast and midcast both process when you use a JA, so it's fine that they are in sets.midcast.BP. Pergatory has put notes to that effect. He still uses sets.pet_midcast to put the gear for all his BPs

It's neither, it's all the hands in the way between the consumer and the provider. Each level is driven to take their cut of the money, especially with government money. There is so much fraud and corruption baked into the system that is obscures the true cost of services making informed decisions hard to make.
There are ways to handle this, but it requires educating people and those people then making smart choices. Getting people to make smart responsible decisions about food is hard enough without going into the complicated realm of finances.

Hi, not sure if anyone is stil paying attention to this thread.
Wondering about Pergatory's Lua and why there is nothing in it for when you precast a Blood Pact. doesn't seem to have a 'sets.precast.BP' specified in it?
I was under the impression a precast set with 15% BP reduction I and 15% BP reduction II combined with as much Blood Boon I can equip would be what's needed before any sets.midcast.BP
maybe this Lua uses the sets.midcast.BP when the JA is activated, because further down in the Lua there are sets.pet.midcast.BP with more specific sets for BPrage/ward
It's just that I'm used to Lua's with the sets.precast commands and this confuses me somewhat.

Im still loving Chainsaw Man, but this part 2 feels like the author gave up the plot and started to do experimental stories.
It feels like those stories are leaning toward surrealism. There isnt a chapter that I dont think: WTF?
One chapter the guy vanishes every living being on earth their ear. Then the other he vanishes all mouths. For no reason.

Honestly that's probably the best way they could of gone tbh, if you cant raise the dmg cap, make it harder to hit the cap without increasing the amount of buffs/debuffs, also means you dont have to bloat the HP even more. Should have just capped WSD so players now rely on PDL. Slapping a -50% DT on limbus mobs is even more lazy than capping WSD, because then you run into situations where all defensive bonuses are increased on top of it ie: Sahagins taking 0 magic damage after putting up Bubble Armor

Oh nvm, you came up with the brilliant idea of "making content". I wish the SE devs/management had thought of that.

Not sure what your solutions would be, considering the same restrictions on resources.
Other than lowering the lifetime of the content you make. I got that part. Everything you make should be completable in under a year, so that there's more pressure on your nonexistent devs to make more content every 6 months.

Doubt anyone expects new content every 6 months for a 23 year old MMO.
Something other than "do this grindy thing exactly the same every time for the next few years for questionable reward" when you do bring out new content, though.
When a large majority of your player base would rather not play than do your content, you have failed as a content designer. "Oh but reasons" is just excusing it.

I think waiting until the content is further along might have gone better. limbus could turn out fine with some adjustments, but releasing it early to partially placate the group that are literally done with all other content makes a first impression that is hard to recover from.
Was also possibly the fact they felt pressured to get limbus back up since they "had to" close it to work on this, though afaik just about everything one needs from old limbus is on the curio moogle still.
Ideally they wouldnt have re-opened limbus until they had the the NM system they had in mind in place. Least im pretty sure they mentioned they wanted to have an NM system for rewards outside of the JSE. the +4 not being as big an increase as say +2/3 of previous sets didn't help as far as player incentive to grind goes and what NM system is there... well that's been a mixed bag.

Maybe I'm misreading this, but how is Daken nerfed? It should get the full benefit of STP? (Or are you saying the OAT effect is nerfed)

Bigger issue is limbus was just weak from the onset, which is a shame considering they spent a few months closing it off, revamping the whole thing annnnd that's it? Still can turn around but it's starting on a bit of a flat note and for a dev cycle of 2+ months to add anything, a bad 1st impression is worse due to the length of time it'll take to potentially turn it around

I think one of the most frustrating things is we wanted content to use primes on.
Limbus was not that content
Flat heavy -dt is also not really a good way to do content scaling
When I look at limbus I feel like I hit the "wall" immediately
There was no journey for something more effective
No underlying mob weaknesses to take advantage of
No boundaries to really push through even with better gear
Just a hard dt wall
I also would have rather them given the mobs more hp and defense than the direct dt
Oooh I have hit r30 nyame and a prime and unless there is an exploit I am hitting a max of around 60k
Doesn't really feel celebrate-able
Even the skillchains stuffer from dt
I have found playing off some weaknesses leads to a little higher than normal sc but not much
This infact, does not spark joy.

I'm gonna be honest with you guys, if I were the director of FFXI it probably would have been shut down years ago due to incompetence and mismanagement. It's not really in my area of professional expertise.
