So when "The strength of the ancient moogle magic has weakened, and the tablets have been scattered to the winds once more." appears, do they come up right away again? Or does it take time? If it does take time, about how much?

No idea on the tablets, but to upload a screenshot click your avatar so it takes you to the page where it shows your gear price history etc. Go towards the bottom and where a screenshot would be there should be a "Submit Screenshot" in blue. From there it's pretty easy.
i think it had said when they get taken away, you wait 8-24 hrs before they're up again.
Wiki says: "A message will be displayed to every player in areas subject to Super Kupowers when the Kupowers fade away and the tablets spread. This message does not mean that the tablets are once again immediately findable; a random period between 8-24 hours is required"
It was announced on the site itself hours after the first and everyone was lik wtf. Even had a GM tell me clearly me my friends and people reporting for several other servers clearly weren't looking hard enough before they made the announcement
