Campaign Ops Not Upgrading

I'm trying to get all the Campaign Ops upgraded and finished while my nation controls everything. Steel Resolve, Magna Cache, Iron Anvil and Crystal Fist aren't upgrading, even after 50+ repeats of each. I have a second character and a friend all spamming the same thing over and over again. Nothing happening. We even tried waiting until JP midnight today to see if it required that. Nothing.

All the Resource Procurement, Supply Transport and Security OPs other than what's listed above are upgrading.

Any help would be greatly appreciated.

Final Ranks are tied to northlands control for many ops. I wrote how I understand the system to work somewhere in the Mastery Rank system and then Kayte corrected me on some stuff, if you want to dig for it.

Yeah. I've done multiple repeats of everything it says, and no upgrades. I'll try again and hopefully get what I want done before week ends.

We really do extremely appreciate your summary. It is actually the basis for what we are using to go for 100% completion.

However, what we are experiencing is contradicting the information provided for certain OPS. All of these 4 - Steel Resolve, Magna Cache, Crystal Fist & Iron Anvil - are not upgrading even after multiple repeats (50+) from I to II. This is also taking into account that Northlands are under complete control, we have Fiat Lux available but no Steel Resolve IV...

We're at a complete loss as to what is going on, we think it may be bugged, has anyone experienced anything similar?

I only unlocked all the ops once per nation, so I may not have seen every possible problem. You read Kayte's corrections as well, right?

Absolutely. Hoping to figure this out soon. Or we're not gonna be able to do all of Bastok because Windy is blocking us...

Yep, we did, it still doesn't jive with what we're seeing... At this point we have no idea what to do except to actually issue a bug report.
