That's because that screenshot is from Rhapsodies, not from Wings of The Goddess. You never meet Altana directly in WoTG. Her first in game appearance was not until Rhapsodies.
Now, Lilith Ascendant does look an awful lot like her. This is her original design, by Yoshitaka Amano (im a big fan of his work)  Tbh the most they did was remove her literal wings, gave her a bra and changed the drapey cloth to a texture on her legs. Otherwise she is pretty spot on to her original illustration Even her original illustration had no nopples and trust me, Amano is never shy to add a nipple when needed

I do think she is supposed to resemble a goddess but she is has a much darker colour pallete compared to altana But yeah you are correct it is Rhapsodies when we first see her, its been a long time since ive done the miasions i kept thinking we met her in the WoTG story lines. Recently trying to farm up a Light Spirit Pact, I was reminded that the Tonberries do have weird rituals involving offering her rotten, poisoned meat. She's probably a twisted vision of Altana that shows that the twisting of their bodies went along with a twisting of their minds. Since, you know, Altana didn't do jack ***to prevent The Meltdown or its after effects. The ole, "Curse you God for not helping me!" kind of vibe / belief in what is preferable. Make up a goddess that hates alongside you etc. Some other stuff wrong in the writeup, but I don't feel like commenting on it further.
