Hopefully that relic/ws update in 2022 makes rag finally god fir something other than its massive acc/i guess fusion if you want a weapon solely for that

He's just looking for something to speed up card farming for his WHM and BRD.

OP just wants to card farm and kill sweet water mobs with minimal effort, why over think it.

Then if this is the case, GAxe is the better options anyways, since Fell Cleave is the single most powerful Physical WS in the game next to Sonic Thrust.

Yep because Fell Cleave is that good, especially with TP Bonus to make the AoE bigger. Sonic Thrust is powerful but it's AoE range is extremely limited to a line immediately in front of the player. Monsters don't like standing in a nice line in front of the player and will attempt to maneuver to completely surround the player. ST works best when there is a set of walls to funnel the monsters through and force them in a line, such a thing doesn't exist in the Omen zones.

Like most of the relics it's the WS that is suffering. Scourge is 3.0 fTP with 40% STR/VIT mods and a 1.68 boost. That makes it act like a 5.04 fTP WS which is why it's not "weak" ... but.... there are so many weapons that are better. Almost all relics suffer from this kind of situation, where the weapon itself would be competitive if the WS had their old 75 cap multipliers raised to be relative to today's numbers.
