Beginner "Ready" Question

Hello i just started playing BST. I watch some videos on youtube of people spamming Tegmina Buffet from bouncing bertha every few seconds for multiple times. When i perform the move, I sometimes have to wait 20 second at a time. I heve Sic & Ready Recast Time-10 from axe and legs, What other gear affects this timer that i am missing? Pet tp and haste? Sorry if this is an obvious answer but I dont seem to find the right info anywhere.

Merits, 100jp gift, charmer's merlin, ASA pants. Also throw in empy hands for TP bonus.
