That are cool questions but they were answered many times before. Please search the threads before making new one...
Empy legs are worn for JA activation. You dont need them for cast to gain effect.

Retri feet will extend Drian III buff and they are used with Relic head and 5/5 Dark Seal to extend duration of HP buff above 5min, which let you Nether Void/Dark Seal Drain III again to keep high HP buff all the time (assuming no dispels).

3 Minutes is really low drain duration, which tells me you're not doing a few things. Simon stated it clearly, but just in case you missed the specific details to enhance Drain duration:

Use Heathen Cuisses +1 DURING Nether Void Activation
Augment Dark Seal to 5/5
Use Relic head (augment) DURING your Drain III to give max duration bonus
Use Ratri Feet DURING Drain III to enhance duration even further
ALWAYS USE DRAIN 3 WITH DSNV, if possible

And if possible, try to hold DS&NV until close to or after you and a partner (or trust) have over 1000 TP. Use it (good for 45-60 seconds I think?), then WS darkness so you can MB drain III. If you open a SC, you'll be less likely to have the spell interrupted. If you close one, it may be more potent, but you may take hate and get your spell disrupted too.

Curious about people's preferences:

Pixie Hairpin +1 for greater potency or Fallen's Burgonet +3 for longer duration on Drain III?

I use Pixie Hairpin only when DS/NV is down (mostly like because my Drain 3 HP boost was performed but dispelled early. So wearing Fallen without being able to activate DS seems moot to me.

I opted to stay with Pixie. HP boost lasts longer than DSNV as is, so I can always maintain the boost.

No it doesn't; Drain III's Max HP boost has a base duration of 3 minutes, while NV and DS have cooldowns of 5 minutes. Without Fallen Helm's Dark Seal augment, the highest duration you can get for Max HP Boost (using Ratri Sollerets +1) is 3:45.
