It's possible that set with empy+1/relic+3 legs and af+3 feet will be bis, but needs some ppl with spreadsheet to test that.
Hesychast's Hose+3 just eyeballing looks like it beats Bhikku Hose+1, the benefit to the latter being the STP. Would be interested in seeing which won on paper, since Bhikku+1 is less acc/att/dex/str than Hesychast's, which has crit+8%. Or the alternative might mean that neck now opens up the possibility to fulltime Kendatsuba+1 legs in favor of a still very high KA rate with Spharai AG up.

May be so, but my buddy tested it and said he didn't get a heal on a roll until he hit 11.

I mean, in the end the heal is just a nice bonus beyond the roll+8 and +60 seconds. It's not a huge loss if it's only on a 11.

Ancient = Relic
Balrahn = Mythic
Secret Moogle = Empyrean
Familair = Aeonic
Mysterious = Ergon
I have a Ergon AG, Relic AG and Aeonic.
I only see the options for Mysterious, Ancient and Familiar. Mysterious is Relic.

Ancient = Relic
Balrahn = Mythic
Secret Moogle = Empyrean
Familair = Aeonic
Mysterious = Ergon
I have a Ergon AG, Relic AG and Aeonic.
I only see the options for Mysterious, Ancient and Familiar.
I don't have an ergon and I have an option for Mysterious also, so it can't be ergon. I only have relics and aeonics completed at 119 III. Unless it depends on the job you currently are on.

He told me that my aeonic looked "familiar" and my ergon looked like it had "slumbered for ages".
He didn't comment on my relic or mythic for some reason.

Yeah, Oboro said my Aeneas "looked familiar". Oddly, he said nothing about my Mandau at all, even though it's the only AG'd Relic I have.
I think he picks an item at random? He said the same thing about my Aeneas as well, nothing about my Ragnarok, but still listed my Relic options. Perhaps he takes your weapon alphabetically and reads which weapons you have completed from that point, on your character.

those are the capped ranks also for eahc quality

Oboro shows you what the max stats for your NQ/+1/+2 would be if you trade him the neck for the initial augmentation.

You can use linear extrapolation based on the NQ and HQ1 values, since it seems to just be a linear increase

He shows it to you when you trade it to him (nq, +1, +2). People can guess the rest of the augments if they have a neck with the same/similar augment style as another job, and just match stats.

Any idea on the Etoile neck? I'm going to *** flip if the Reverse Flourish augment is tied to the dynamis weapon.

Augments on weapons have always been server side, but we do have a list of all potential augments in the game. I will make a note on the BGWiki page listing all new Augments.
The new augments might not be in the .DATs at all, and there is no way to associate them with each weapon via the .DATs. Unless SE straight up tells us what is on each weapon, we will need to use our best guesses based on the Scythe pictures they have already released.
