The problem with a serious attempt at a HD overhaul for ffxi is that it's really clunky to replace files and the majority don't want to do it (or are fearful of it). The stuff I and others in this thread posted involve huge numbers of file swaps (as an example, updating one single armor set demands 40 file swaps, one weapon is between 8 and 16 swaps). Unless windower can implement some kind of system where you can have an alternate folder for mods it's never really going to be a popular thing. I upload some of my mods mainly with the hope that it will possibly show what is possible for windower devs in the future, if it happens you will see a big increase in the amount of HD mods and it will turn into a serious attempt.
