The "talking point" is older than that. Almost immediately after the Tweet was made there was speculation that the comment extended to any inappropriate monitoring. Narrowing the potential wrongdoing to just phone tapping would miss the point of the comment completely.

While the federal government is a grand prize, the real power is the state and local levels.

Trump specifically mentions a phone "tapp". It's not speculation, it's spinning. Trump routinely uses quotes for emphasis so the excuse that he's not talking literally (as opposed to metaphorical tweets?) is hollow.
