Seems you are confusing theocratic monarchy with secular along with not being familiar with the Committee for the Promotion of Virtue and the Prevention of Vice aka Mutaween or Religious Police.
Secular as in government control isn't in the hands of religious clerics. Iran is a religious government. ISIS is a religious "government". Saudi is a secular government that just happens to have a conservative national religion. Iraq "pre-bush" was also a secular government. It had an Islamic religion but Sadam wasn't tolerating extremists and killed them when caught.
The worst you can say about Saudi is that they have a religious council to advise the King in matters of religion. This was the concession the Saudi monarch made after purging and beheading the Islamic extremists who attempted to take control. His people advised him that his subjects felt he was "too western" and wasn't respecting their religion and culture.
Seriously study on the history of that country. It's not what the Eurocrats say it is.
