Stallone's Dredd was a better commentary on a dystopian future, but I think the Urban Dredd was more in your face action.
Both movies have their high points.

The meta-satire nature of the Stallone version is really hard to top.
The series is a caricature critique of its content. Entertaining, yet still with a valid point being made.
Stallone -- by all accounts -- played the role completely straight and didn't really "get" the comic.
So you have a guy hyper-seriously playing a character that's made to lampoon that very hyper-seriousness.
