Yup until you can get an Ebisu, it is the best rod you can get.

Is the Lv1/15 gear make a difference? I mean is it justified to pay 40-50k/piece

No difference between the fishing gear nq and hq apart from bonus defense and the fuzzy feeling of your epeen growing when you see the white border.

Dunno, I had all the gear when I started fishing so I just went with it. It's not like it costs much.
