5 DM campaigns (well, 6 if we consider the current one counts double) and I've never seen WSD go higher than 4%.
Well it did, once, 7%, it's my current augment on Herc Feet. Dex+8, Acc/Att+15, WSD+7, some pet ***. I kept it, using it for Rudra's Storm and probably a couple of other WSs, even some that are not DEX based. That's because Refresh on a piece of equipment that has a job with MP doesn't exist.

Yeah my brd alt did pretty good with a chir gloves wsd 9 piece though hard to say if it's useful being chironics bad stats. I did all that ***on one of my mules who was already level 99, and ya, it was a pain in the ***.

Oseem augment access comes at RoV 3-1, after you've zoned into Reisenjima and spoken to Shiftrix once.
I've run two mules through this mess already. It's pretty involved. Here are my notes on the various RoV mission requirements for anyone who might find them useful. Quote: 1-1 level 3 required 1-7 need rank 3 in home nation. 1-12 nation mission 5-2(shadow lord) 2-2 promathia 3-2 required 2-7 Be on or past ToAU 12 2-9 Aphmau must be in town? ToAU 19 or 29 are mentioned. not sure if required. Non-issue if you're on ToAU 12 2-14 be on at least WoTG 8 In the name of the father 2-24 completed Zilart Mission 4, The Temple of Uggalepih 2-41 no addition req, just showing the gap between 2-24 and 3-1. 3-1 Reisen access. Must zone in to Reisen and speak to Shiftrix for Oseem augment access. Also;  Ironically, I got this directly on Martel rather than on one of the mules. But whatever, I'll take it! I'm now 1 Phalanx+ from a perfect Phalanx(excluding wep swaps) on PLD. But I think I'll focus on RUN now, like I probably should have been doing in the first place. <,<;
