Problem is, neither is there a "healthy mix" nor is there "learned people" who would implement it.

Remember, the government doesn't hire the best of the best. They hire the lowest bidder.

The problem is that our system isn't capitalism. It's a hybrid capitalist/socialist/corporatist system that gives money an incredible influence on politics.
