Given the highest rate in the country per that page (Iowa) doesn't even make it into -- to carry the school theme -- "A" range (B+ to B, depending on your school's rating system), there isn't a single state in the Union that isn't revolting in the category. ^^;
And given the low standards of poor distrcts and the tendency for kids to be "pushed through", those numbers are probably already inflated.

There's significant benefit towards standardization of a core of what should be taught. Consider what impact that has for families in the military, let alone anyone else that travels in the US. Funding and curriculum should be completely independent. That's the concept behind tenures. I'm not trying to scare anyone with hypotheticals, there is a very big difference between the way the DoE is funded and the way schools are, and lawmakers rarely pay a price for cutting funding since the effects are increasingly offset by other sources.
