I believe most users on the AH have been respecting the rules lately (At least that's the bubble I'm in). We deal with harassment issues on a case-by-case basis. If someone comes to me with a harassment claim, I see what I can do. Banning a user or scolding him via PM doesn't make the problem go away. Talking it out with one another and respecting your fellow gamer works.

I don't have an efficient way to remove linkshells people make because they get added back automatically. If someone wants one removed because it was obviously created to mock, then I don't think it's unreasonable for me to try. I discourage the use of FFXI and this site in such a way.
