A culvern setup is only good when you got outside mobs to TP on with axe/dagger/whatever. You're kinda screwed over if you use vulcan staff unless the mobs are uber weak.
Lvl SCH. It's such a versatile job and would be just something great to have. Comparable healing powers to a RDM, comparable damage to a BLM and you can buff your pt so be a great support job.

maybe you can sit around and /sam for while building tp...lol Cannon shells only stack to 12 and are pretty expensive to make. There's a reason it's illogical to shoot them for TP. Save em for slug shot and melee for your TP if possible. If you can't then don't bother using it to begin with unless you got nothing else to burn your gil on.
I think the only exception would be for a well placed unlimited shot slug shot with a heavy shell from KV. OK! SCH! :D
