this worked for ME personally.. and i was prob 0/20+ on the mail... but it was an idea my friends had... basically u get a group of people who already have all the other items except mail... proc blue and we got mail x2 in a row..
 no brew = no drops ; ; and it makes sense because of the way the system works.. it wont drop a r/ex item if every one already has it
update: tried a couple more times last week with tigerwoods.

It's a placebo reinforcement. It's not like if everyone has the mail the game will feel pity for you and fill the only slot in the party where it's missing. If the game wanted to give you the torque but everyone already has it, it will just discard it, it won't exchange it with another gear.

well that was just my experience and like i said we got x2 in a row so worked for me :-D

Blue proc and th6+ every time. 0/37 on mail. Dropped a few cloaks but bleh. I'll give the moon phase a shot. Cant hurt since i'm getting close to 20mill gil invested if that cruor had been converted.
I feel bad for the people that will get mail when all its worth is a RR set :'( and sadly, were nearing that point in time

In my experience you need to be in the TH9-10+ zone (with blue) to see it. 8 or below, not happening most likely. If it does, consider yourself lucky.
I went 2/4 on mail with only TH 7. I consider myself lucky.
Just saying about moon phase I notice it with things like dynamis drop rates. Currency drops like candy out of a pinata. I don't know about being a huge believer in stuff like that but idk its been consistent lately. Only time I get the mail is when someone wants the helm lol

0/too many on body... (well... for mine... i think i went 1/1 on 5 other people's :X) and at least 10 helms, no cloaks though...
did it without brewing like 5 times in a row, all with blue proc... got absolutely nothing each time. not even a crystal. Go and do VW then we'll talk about low drop rates.

I don't know what's sadder the fact it only dropped snoll arm, or the fact someone actually lotted it....
