But, sure, while that specifically is a waste of time and resources, you should be able to set your own level to any cap at any time, if you want to. You shouldn't need a second person to sync and it should be any level at any time (under your current, of course)
((but of course someone would bring up well you can instantly set your level to 1 and lose no exp when you die tho! and I mean really. As if that means something.))

But if instead of being busywork, the game's storylines were brought to the forefront of the game. Make it so the challenge is part of the fun, rather than an obstacle to get to the fun.

Fighting Tenzan at 60 is effectively the same as ★The Warrior's Path at 119 (or whatever his battles cap was originally, you get the point) As a WHM, I took in a drk and rng and ran them into the ground in PVP. I'm not saying I could redo it today though. Staff WHM with Spirit Taker means you are basically undestroyable in PVP.

If I didn't have crushing anxiety about PvP, I probably would have tried it out more when it was popular. Or make a new alt on Asura so I could play with the folks who still do. Something about how uniquely "FFXI" it feels, making it more about the sport and less about running around slaughtering other players. Honestly looking forward to it especially if they add more stats like relic/AF +2 and +3 did. That said, no mention of any big job balance updates or anything.
