From what I understand about that meme (one I never use) is that it was pure sarcasm mocking a sentiment that appeared genuine

Wouldn't be the first time I didn't care enough to learn and use a meme though, lol.
The idea is to mock the person you're repeating. It's not about the original tone of the sentence used. It's supposed to be like when 5 year olds try to talk back and you tell them something and then they repeat it like you're stupid and wrong.

The original statement can be 100% genuine, the meme is mocking the genuinity in a "I don't give a ***what you say you're stupid" sort of way.
