Really? I didn't realize. I'll have to find where friend requests are and accept it. I'm not even big on Skype. I have a team speak, but no one really uses it anymore.

Of course, but considering there is only 3 living countries in the world of FF8 it's easy to assume that Balamb is part of the Duchy as nothing hints at the idea that it's self-governed. The Garden is an independent entity, but still it goes in Dollet's aid acting de facto as their army.

He was a SeeD and they didn't find out about his betrayal until they went to DC. So the timeline is wrong as I was saying(because the assassination attempt of Edea happens after), but the joint purpose existed in principle.
