I'd probably only paint the fan, I wouldn't paint the PCB.
Not so much concerned about the PCB as I am about the shroud/fan blades. But yeah, obviously would want to leave sensitive circuitry alone.
If it's just the plastic (not PCB) then it's fine. If it's a metal heat sink, you'd want to make sure that it doesn't interfere in that. Aside from that, as long as it coats evenly and drys ok without getting in the way of the movement, I can't really see the harm. You'd probably have to take the whole thing apart though, may just be worth it to spend the little bit of extra $ for the one you want, unless you have a lot of spare time/patience.
