Yeah, but it's only letting me level up once per battle, but my xp and money is already 999,999.

I admit it, I used to hack... But it kinda ruins it for me now. I get more playtime out of grinding. In FFIII DS, I have all characters lv 99 with all jobs lv 99 on all characters, including Onion Knight... lol
I never owned a Game Genie though. I did discover the way to permanently hack Beatrix into your party in FFIX with a Gameshark CDX which was disc only with a file on your memory card.
See, unlike Cinna, Marcus, and Blank are overwritten by Quina, Eiko, and Amarant, respectively, when they join the party, as suck those three temporary characters do not have their own data "slots." Beatrix, on the other hand, is in her own "slot" which can be enabled by editing Steiner's "slot" to have Beatrix's data, putting her in your party, saving, and restarting. You will find that Beatrix will be in your party and Steiner will be back to himself in your reserve.
A few things I found out:
If Amarant is edited to be Blank, if you don't swap a sword onto him he will use Amarant's claws like a sword, it will look like a bone with the claws at the end.
Blank and Marcus can equip all broadswords, but not Steiner's knight swords nor Beatrix's longsword, Save the Queen.
Beatrix can equip the replica Save the Queen synthed by Hades.
Save the Queen has a special damage algorithm that adds Beatrix's level to the damage in regards to physical attacks. If Beatrix is above lv 84-ish, it out damages the Excalibur II.
Beatrix can successfully use Thunder Slash as the Seiken moveset doesn't include Iai Strike as Steiner's Sword Arts does. The glitch doesn't apply to her.
Beatrix's portrait doesn't appear on the save screen.
Cinna
does have a portrait that cannot be seen during normal gameplay.
