As someone who plays whm very often, unless I have 0 mp, you're better off to requiem.
In basic, outside of higher tier fights, a smart whm will almost never run out of mp. Even with big pulls, assuming the dps aren't sitting their getting hit like clowns, and the tank is using cooldowns to reduce dmg, healing one person is not hard on mp.
It's more on BRD on what is expected of me. Since I haven't played WAR or WHM I only do Mage's Ballad when I see the WHM MP about half.
So with that, am I suppose to throw up Mages and Army right away?
I have my rotations for solo mobs and sack pulls down pretty good. But even now, I am still learning that Blood for Blood and Raging Stikes stack for a 40% damage dealt, or has that been nerfed?
Blood for Blood is like 10% for non-DRGs now I believe
Unless a mage is really starved on MP, I'd just Foe Requiem since it doesn't cut your damage. I never really cast Army's Paeon because it's not really needed, maybe if I do a turn 4 and we have a few monks spamming aoes for bugs but I'll only use it for a little bit since my damage is important too.

I watched MrHappy's Ramuh video about 15 minutes before I went in with you guys for the first time, lol.
It's more on BRD on what is expected of me. Since I haven't played WAR or WHM I only do Mage's Ballad when I see the WHM MP about half.
This is always tricky because it depends on if your healers are good or not. Unless there is a ton of AoE damage going out or raises I usually don't do it unless they are low and ask for it. My experience playing sch and whm is that when bards throw up ballad I rarely actually needed it between aetherflow/energy drain/shroud of saints/ethers. If the healers are burning mp overhealing or not using those properly you might need to ballad though, in the end that's something for them to correct though.
So with that, am I suppose to throw up Mages and Army right away?
Never right away no.
Paeon you will need to use even less since tp needs are usually taken care of by having to step off the mob to deal with various mechanics or just pauses in combat such as when garuda jumps. If people are popping invigorate as soon as they are down to 600/500 tp they shouldn't need Paeon unless the fight is going for 4 or 5+min of constantly riding the GCD, or if people are reapplying their dots too soon since that starts to burn TP fast. If a lot of AoE damage needs to go out and you don't have blms the melee might need it since physical AoEs are really taxing on tp
You can usually open a fight with Foes Requium with it going off as the tank pulls so it's up for magic dots although there are some where you might want to wait till after the initial phase. Then when you have mp back ride Requium some more unless unless your healers are burning mp or it's a fight where paeon is a thing. You can also pop battle voice with the first requium unless you know you will need it sometime before 5min into the fight.

Blood for Blood is only 10% as bard so 30%, unless you need to put your damage in a specific spot in the fight you generally want to try to use your cool downs as much as possible so you can use them more.
It's hard to give just general advice for bard because you often need to work your cool downs around specific mechanics/phases and song usage can vary by people in your party XD

If I use Foe, I tend to see the mobs hunt me down with a vengeance. Plus also throwing all my AoEs like Wide Volley, Rain of Death and Quick Nock if it procs and makes the next one free of cost.
Mobs will aggro if they're in rage of Requiem while you have it up. Make sure not to accidentally pull with it or anything. Happens a lot in hunts.

No idea on that, but you shouldn't have foe's up before the tank has hate anyway, and if you're getting hate while going all out, that is the time to use Quelling strikes.
It's difficult to pull hate off a good war tanking shitloads of mobs if they know what they're doing. Pld to my knowledge has it harder cause they're moves don't pull as much enmity, it's why they're increasing the hate on circle of scorn and flash.

Paladin shouldn't lose hate to a bard's aoe even with Flash, especially not after this update lol
You can pretty much just go ahead and deplete your MP on Flash and then usually get at least half back before mobs are dead with some riot blades or an ether

If they need paeon because they're HELP I AM TRAPPED IN 2006 PLEASE SEND A TIME MACHINE and spam more than necessary I usually feel like I don't want to give it to them though lol
Yeah the biggest issue pld can run into is when dodging AoEs some mobs might end up out of flash range... Warrior definetly has it easier though since overpower and steel cyclone can be buffed by berserk and if they went into a fight with 5 wrath stacks a double steel cyclone basically sets them. The only way to buff flash is by adding str and if you don't have melded accessories going with str accessories can be problematic on large pulls... I guess there are str potions but that would get expensive fast.
