SAM JSE Issues

I haven't seen any mention of what the drop rate for Cancer Subligar for SAM JSE quest is, but we've been killing fomors in Phomiuna Aqueducts for hours now and we're about 0/17. Most info I've seen about it says people get it on first drop, with the most I've seen being 1/5. We've already got PLD and MNK subligars to drop on the first or second kill but SAM just will not drop. Any SAMs familiar with this or are we just having some incredibly bad luck?

I went 1/15 myself. I went to Sacrarium for mine and dragged one of my friends along on THF. I went around 0/12 in Aqueducts and then got one when I was running past Swift Belt rooms.
